Please note that Standard Bank has recently issued a bulletin confirming that in all transactions where the bank registers a mortgage bond over a property purchased by the borrower, an Electrical Compliance Certificate (ECC) must be provided and submitted to them. The bond registration attorney must obtain the certificate from the seller (or via the transferring attorney) and Standard Bank will not allow registration of the mortgage bond before receipt of the ECC. In addition, the bank insists that the ECC must be issued by a registered inspector verified at www.ecbsa.co.za, failing which the seller must obtain a certificate from the Department of Labour confirming that the inspector is registered with them.
